It realises longstanding and much needed community infrastructure projects and refocuses on the aspirations of the new Council and community as articulated in the Bayside 2050 Community Vision. Bayside Mayor Cr Laurence Evans OAM said that the prudently constructed budget is being considered in a unique post-crisis environment. “This budget reflects the modern reality of local government –not simply to pick up rubbish, repair roads and charge rates but to provide good governance for the benefit and wellbeing of our municipal community,’ Cr Evans said. “Alongside a significant $73.9 million capital investment in community infrastructure, we will continue to support our community through the recovery of the COVID-19 pandemic.” In 2021-22, Council will focus on the provision of core services and a program of infrastructure upgrades funded by a $157 million budget. Proposed upgrades include $50.9 million on new buildings for Bayside's active and vibrant community, $4.1 million on roads, $2.7 million for footpaths and bicycle ways, $2.5 million for drainage, $6.9 million on parks, open space and streetscapes and $2.1 million on foreshores and conservation. Rates The ambitious agenda delivered by this budget will be funded by a rate increase of 1.5% in accordance with the Victorian Government’s rate cap. The waste service charge, incorporating kerbside collection and recycling, will increase 7.8% driven by an increase in the State Government Landfill levy, as well as an increase in recycling costs. “The decision to increase rates was not taken lightly however this revenue is essential for Council’s continued investment in community infrastructure and to provide services for our community,” Cr Evans said. Any ratepayers facing financial hardship can contact our Revenue Services Team on 9599 4444 to discuss their payment options including the deferral of rates. Commence the renewal of the Black Rock Lifesaving Club. The 2021–22 draft budget proposes a record $37.35 million contribution to sports and recreation infrastructure including: Bayside Netball Centre $15.05 million. Tulip St Basketball extension $6.9 million. Black Rock and Dendy St Beach Lifesaving Club pavilions $7.8 million. Four sport grounds pavilions $7.6 million. The pavilion upgrades are part of our Bayside Sportsground Pavilion Improvement Plan to upgrade 27 pavilions across the municipality, with 14 pavilions already completed. For more information o bayside.vic.gov.au Let’s Talk Bayside 3Staying COVID-safe COMMUNITY In light of the recent circuit breaker lockdown, it’s clear we’re not out of the woods yet. As COVID-19 continues to be an omnipresent health threat to our community, we must continue to maintain COVID-safe behaviours to remain safe and stay open. Getting tested if you have any symptoms of COVID-19, no matter how mild, and getting vaccinated if you are eligible, are the two most important things we can all do to support the public health response. Council is not a COVID-19 vaccination provider but there are number of vaccination providers in Bayside or nearby including GP providers and Victorian Government vaccination sites. Victorian Government vaccination centres in and close to Bayside include: Sandringham Hospital, Monash Health – Kingston, Monash Medical Centre, Monash Moorabbin. The permanent COVID-19 testing location in Bayside is Sandringham Hospital. Checking-in is mandatory Checking in helps with contact tracing and keeps Victoria safe and open. When you check-in, you create a record of the time and date you visited a venue. This means that if there is a COVID-19 outbreak, contact tracers can quickly access your contact information and get in touch with you if you’ve visited a public exposure site. The large-scale light projections use video and moving imagery to bring Bayside’s food stories to life. The immersive experience is designed to bring together locals and visitors to explore Bayside by night through innovative and interactive lighting projections. The family friendly events will intrigue all ages, stretch imaginations and delight our local community. Alongside the foodie-themed light projections, you can expect roving street performers, busking musicians and restaurants offering menu specials and providing court side seats to the visual smorgasbord. It’s a delight for the eyes and an event not to be missed. Let’s Talk Bayside 5New advisory committee COUNCIL Council’s newly established Disability Access and Inclusion Advisory Committee held its first formal meeting at the beginning of May. The Committee includes 10 community members who each bring a different experience of disability to help us to better understand the barriers faced by people living with a disability in Bayside, and to explore potential solutions. These include issues about access to the built, natural and social environments and barriers to inclusion such as community and economic life in Bayside. A key task on the agenda for the Advisory Committee in 2021 is to shape a dedicated Disability Action Plan, as part of Council’s Municipal Public Health and Wellbeing Plan. Photo taken pre-restrictions 6 Let’s Talk BaysideInspiring sculpture ARTS AND CULTURE Spirit of Place – an amazing new public artwork from master blacksmith and artist, David Wood has been unveiled at Elsternwick Park South, near the corner of New and Head Streets. Bayside Mayor Cr Laurence Evans OAM commended the artist for responding so thoughtfully to the brief. Spirit of Place is an experiential public artwork that acts as a landmark celebrating Elsternwick Park as a valuable community asset and place of natural beauty. Taking its inspiration from the parkland’s flora and fauna, the tall stylized iron reeds create an idyllic rotunda with the lattice design on the bench representing the ripples on a pond. The artwork frames the landscape, changes colour with the seasons, and plays with light and shade. Artist, David Wood was chosen through an Expressions of Interest tender process following community consultation which informed the Artist’s Brief. Peterson St Reserve sculpture You’ve told us what type of artwork you’d like to see in Peterson Street Reserve and now we’re on the hunt for a fabulous artist to interpret the brief and design it. We have advertised an Expression of Interest for artists to apply then a panel will shortlist the applicants and invite the top three to develop their proposals to commission stage. Dog off- leash area rules Let’s Talk Bayside 7 Take the lead when exercising your dog by following these simple rules: ¡ Dogs must be on leash within 20 metres of an area being used for organised sport including training, playgrounds, barbeques, picnic areas, and on-leash signed lakes and ponds. ¡ Dogs must always be under effective control. ¡ You must clean up after your dog immediately. ¡ Please ensure your dog doesn’t damage sportsground turf by digging. These rules are to protect everyone’s safety when exercising, including our pets. We regularly patrol our parks and open spaces to ensure dog owners understand and are following these rules. We take an education-first approach, but significant fines can apply. Scan to plan your visit See when sportsgrounds are allocated to community sport.Changes to waste collections HAVE YOUR SAY From 1 July 2022, we’re switching the frequency of bin collections for general waste and food and green waste. This will affect everyone using Council’s kerbside waste services. From 1 July 2022 • food and green waste bins with the lime green lids will be emptied weekly • general waste bins with the dark green lids will be emptied fortnightly. Ready for the change We want to understand how to support you when we make the switch in bin collection frequency. How ready are you for the change, what issues are you concerned about and what support do you need? We’re asking for feedback so we can support you and develop tailored services to support residents with specific waste needs. Some of these services will be free for residents who meet specific eligibility criteria. There are no other changes to waste services – recycling and hard waste collections and the day your bins are emptied will remain the same. Why the switch Since the introduction of food and green waste recycling, Bayside’s landfill waste has dropped to the lowest levels on record. With 83% of households now using the food and green waste recycling service, a large proportion of our food waste is now being recycled into compost at our contractor’s composting facility in Dandenong. This is great news for our hip pockets as landfills are filling up and costs are rising. Waste costs are passed on directly to ratepayers and this year, the Victorian Government landfill levy is increasing by 60%, with further increases forecast in the future. Switching the collections frequency will also help to address concerns regarding smelly food in the food and green waste bins and is better for the environment as decomposing food waste in landfill creates methane, a damaging greenhouse gas. Diverting food waste away from landfill is a tangible action we can all take to reduce our impact on the environment and act on the climate emergency. Bayside isn’t alone in making this switch. Many local government areas around Australia already have weekly food waste and fortnightly general waste collections. This is becoming the norm to highlight the importance of recycling right and reducing the waste we send to landfill. Many households (of all sizes) now create just one small bag of general waste per week just by making some simple changes. We’re encouraging the 17% of Bayside households who do not currently use the food and green waste recycling service to sign up. Anyone using Council kerbside collections can use the service including renters, owners and businesses for a one off $99 fee. The cost includes a new bin (now in two sizes), a kitchen caddy, compostable bags and info to get you started.
